In 2001, there were 5,744,000 violent crimes in the USA. That rate of violence creates up to 450 million victims in the average lifetime. Every US citizen is vulnerable to violent crime.
Thus, the defense of U.S. citizens has failed more than 5 million times per year. Any business-person would fire a service that fails that often.
The Department of Peace will research and implement peaceful ways to prevent violence. It will set a good example that will lead the world into a peaceful era.
It is time to focus on peace instead of defense. A true Department of Defense (DoD) would restrict all activity to the defense of U.S. citizens. Corporations are not citizens. All DoD services would be used for stopping violence, not causing it. Instead of defending targets of violent crimes, the DoD launched offensive campaigns. Taxpayers should not be forced to buy offensive weapons and machinery.
The leaders of the defense department failed to stop the violence. They supported violence during offensive campaigns that killed US citizens.
The burden of war is $720 per day in the USA. The burden upon victims of violent crime is $400 billion per year in the USA. Every year, taxpayers paid it. Then, violence supporters stole it.
The $400 billion per year is restitution for violent crime. It belongs to the victims of the criminals. It passes through the hands of the IRS. It shall go to the Department of Peace. It shall pass through the hands of peaceful targets of violence on its way. Citizens who practice peace but are targeted for violence shall operate the Department of Peace.
Violence supporters have created more injustice than the courts can handle. These thieves used taxes to build a violence industry. They built a war industry and called it the defense industry. They forced people into the vicious cycle of destruction and healing. They forced the peaceful to do healing work for free. They enslaved the peaceful.
Local and nationwide racketeers frequently victimize the rightful recipients of restitution. They injure the vulnerable as needed to keep victims unemployed.
Now, the peaceful people will restore justice. We will return the restitution through the Department of Peace to those from whom it was stolen. These tens of millions of peaceful Americans will then restore the economy. That creates about a hundred million jobs in the peaceful sectors of the economy.
This legislation helps restore millions of innocent lives each year. It breaks the cycle of violence and unemployment. It breaks the cycle of destruction and healing. It reinstates conservation of health. Together, we will implement peaceful economic recovery. We will require our representatives to pass this legislation.
