Some intelligence personnel failed to inform responsive parties of threats. They replaced protection of the people with worship of career/money/power/control. They played into the hands of the terrorists.

A conscience that fails does not belong on government payroll. Of what service to the people is an easily coercible intelligence agent? We shall relieve from service the career-addicts of the intelligence community.

The leaders of the Department of Defense failed to stop or prevent violence. They supported violence during offensive campaigns that killed US citizens. They set a poor example for state-maintained domestic peace officers. We shall relieve from service the violence-addicts of the Department of Defense.

J. C. Black revealed the problem at the 9/11 commission hearing. "We deal with the symptoms" at the strategy level. No matter how many terrorists we destroy, others will take their place. "We cannot provide an alternative to terrorism." Fred Fielding said, "Surely the most important customer of the intelligence agency is the president," not the people. "Our government has blinded itself from its enemies." John Ashcroft poetically stated. They lacked the ability to perceive terrorists. As Condaleezza Rice demonstrated, they lacked initiative. They lacked the experience required.

These failures have been given a cabinet-level Department of Homeland Security (DHS). It won't improve security, said Janet Reno at the 9/11 commission hearing. We already have a department of Social Security. Is it more important for society to be secure? Or, for homeland to be secure? Janet Reno and others spilled the beans. The priority after 9/11 was economic security, not family, biological or social security.

When the administration chooses wealth over health and wisdom, you know the end is in sight. No matter how wealthy, a money- or violence-addicted government is not sustainable.

We shall eventually replace the DHS with the Department of Peace (DP). We shall replace the money-addicts with the citizens they failed to defend:
1. Ex-prisoners of war know how to defend citizens from enemy attack. They are not easily coercible. They have the experience required. They can see the enemy.
2. Peaceful citizens frequently targeted for violence are also experienced intelligence agents. They are not addicted to violence. They have the ability to perceive terrorists.
3. Survivors of terrorist attacks know how important it is to prevent violence. They are not addicted to careers. They have initiative. We shall empower these three experienced groups to lead the defense of the American people.

They shall direct all overseas, domestic and immigration intelligence and defense activities, expenditures and procurements. Decisions on intelligence and defense shall be made by consensus of all participating ex-POWs, peaceful civilian targets of frequent violence and survivors of terrorism. These shall operate within a cabinet-level Department of Peace. These tens of millions of peaceful Americans will then restore the economy. That creates millions of jobs in the peaceful sectors of the economy.

The DP shall occupy the Pentagon. It shall restrict all military activity to the defense of US and allied citizens. Corporations are not citizens. The use of force shall be reserved for clear and present danger to human health. Then, only when there is no other possible defense.

All defense services shall meet or exceed military specifications for reliability. An unacceptable failure rate shall mark the end of any program. We shall minimize contracts for offensive weapons and systems. We shall also prohibit production of unproven weapons and systems. Meanwhile we shall prevent privatization of weapons and weapons systems development.

All overseas DP defense services shall be used for stopping imminent violence. They shall be provided for all imminent violence against US civilians abroad. Funding shall be made available for all aspects of this activity. Congress shall allocate such funding as it declares necessary by majority consensus. Defense of citizens of allied nations shall be negotiated bilaterally.

Defense activities shall support peace with justice and freedom for US citizens. This legislation helps protect millions of innocent lives each year. It breaks the cycle of destruction and healing. It reinstates conservation of health. It breaks the cycle of violence and unemployment. Together, we will implement peaceful economic recovery. Join us!
