The U.S. Department of Justice (DOJ) is overwhelmed and underfunded. There are only 100 thousand DOJ employees. Yet, the Department of Defense expends that many employees in Iraq alone. Society owes victims of violence about $400 billion per year, according to the BJS. The executive branch expends more than that on military preparedness alone. Also, There is no budget for outreach. Many victims of violence do not know their suffering can be alleviated.
The executive branch is overfunded. It has stockpiles of weapons that we do not need. These excess weapons cannot be used against the violent criminals in the USA.
This legislation appropriates $400 billion per year to the U.S. Department of Justice (DOJ). The DOJ shall distribute it to victims of violence according to BJS guidelines. The victims of violence shall spend the $400 billion per year on restoration. Approximately $40 billion per year sales tax from these expenditures shall balance state budgets. If restitution is taxed as income, the federal budget will be balanced within a few years.
The DOJ shall automate the restitution process. A simple restitution application form shall be available at all government offices. Each form shall be processed immediately upon receipt, electronically. The information shall be presented to judges in a standardized format.
Specialized investigators shall determine the validity of claims. They shall investigate with a minimum of intrusion upon the victim. All investigators shall be hired from the pool of survivors of violent crime. Each shall specialize in the area they know best from experience.
A team of survivors who are attorneys shall also be appointed by the court to encourage the filers of validated claims. Their pay shall come from funds already appropriated for court-appointed attorneys. They shall prepare the victim for the dreaded court appearance. The accused shall have only one brief court date with the victim.
Victims shall be financially and intellectually supported during prosecution. All prosecution shall be performed by government employees, as much as possible. We will return the restitution through the DOJ to those from whom it was stolen. These tens of millions of peaceful Americans will then restore the peace economy. That creates tens of millions of jobs in the peaceful sectors of the economy.
This legislation helps restore millions of innocent lives each year. It breaks the cycle of victimization and unemployment. It breaks the cycle of destruction and healing. It reinstates conservation of health.
