PURPOSE: Reimbursement for activator expenses relieves activators of financial hardship in attracting people to the Green Party.
PROPOSAL: The GPCA shall reimburse the activator for 100% of itemized expenses as follows.
To receive reimbursement, a local or individual must provide two GIWG co-coordinators and the GPCA treasurer with (1) the mission statement of the event sponsor(s); (2) the ad for that event, which must include a Green Action scheduled and promoted with that event; (3) a copy of the local's meeting minutes with consent to the event, or a copy of the individual's proof of registering or voting on the Green Party ticket; and, (4) receipts for any purchases in the appropriate category of the Green Action section of the GIWG Work Plan and Budget.

BACKGROUND: At times, the press secretary needs an expert from the Green Party.
PURPOSE: The press secretary needs to know the areas of expertise and contact info of each willing Green Party member.
PROPOSAL: The GPCA shall compile a database of green subject matter experts. It shall make that list available to press secretaries. It shall budget $500 per year for reimbursement of press secretaries for activities in furtherance of the compilation and configuration of that database.

BACKGROUND: Time spent organizing is a precious gift. With some time off from work, Greens would organize the party. And, grassroots democracy and social justice require that the GPCA encourages green organizing in accordance with bylaws. Community-based economics require that financial contributions fund organizing by registered Green Party members in accordance with bylaws.
PURPOSE: Responsibilities of Committee and Working Group coordinators include:
Preparing and announcing the proposed agenda for a group meeting;
Facilitating and coordinating the activities of the group;
Submitting group work plans and budgets to the Coordinating Committee;
Presenting group proposals or other official communications to the General Assembly;
Maintaining a physical notebook containing the group's Statement of Purpose, membership information, meeting minutes, and any other documents relevant to the work of the group;
Filing meeting agendas and minutes with the Coordinating Committee secretary in a timely fashion including a summary report after the conclusion of a General Assembly meeting with general contact information, active membership list, and status report;
Designating a temporary acting coordinator to perform the duties outlined above whenever an official coordinator is unable to perform those duties, and notifying the CC and Group membership accordingly.
PROPOSAL: The GPCA shall reimburse $10/hr to each GIWG member for activities required by the bylaws. Receipts are required to be signed by the personal employee (of that member) who performed the member's work, which freed the member to do the organizing. Maximum of 100 hours per year per registered Green Party member. Any GIWG member is eligible for reimbursement.

SPONSORSHIP Green Issues Working Group (or Bylaws Committee if "shall" is the chosen verbiage)
BACKGROUND A functioning party requires an active decision-making body. Eventually, the GPCA may grow to a point where it needs a standing general assembly. However, any extension of time of delegate service requires a bylaw amendment. And, grassroots democracy requires that such amendment include all registered Green Party members in the election of delegates. Funding for such an election may arise upon increased functioning of the GPCA and decreased expenditures on procedural activities.
PURPOSE: The GPCA minimizes pollution and other travel expenses. It facilitates the location of venues for state meetings. It decreases the hardships of attending distant state meetings. It enables participation in the decision-making process by Greens of diversity. It needs to hear all sponsored proposals. So, it needs to hold more state meetings.
PROPOSAL: The GPCA [shall enable OR supports] videoconferencing, teleconferencing and email as a component of every plenary. Thus, delegates and audiences who cannot travel [shall OR may] participate from their county council meeting places.
Therefore, a video stream and caption [shall OR may] be securely transmitted to computers of participating county council members by Information Technology standing committee members.
Therefore, county councils [shall OR may] verify that participants are registered Green Party members.
Thus, the GPCA [shall OR may] hold 3 or more state meetings per year.
Thus, the GPCA [shall OR may] hear all proposals sponsored per bylaws.
COMMITTEE DECISION: On 1/6/07, the official Westside Greens meeting brainstormed this proposal.

SUBJECT: Mock Plenary Prerequisite to a Diversified General Assembly (SGA) feasibility study (2/4/07 revision)
BACKGROUND: Every County is encouraged to conduct a planning meeting to prepare for a mock plenary that would test the feasibility of a SGA. All locals are encouraged to email and call each other to experiment with the feasibility of communications devices. The agenda for that planning meeting should contain: sponsoring some proposals to be set before the mock SGA; and, setting a date of next mock plenary. Thereby, it should generate a list of agenda items for the mock plenary. It should generate all necessary prerequisites for a mock plenary wherein a mock SGA will participate in consensus decision process.
That mock plenary should be conducted in compliance with the bylaws modified to accommodate for virtual travel (travel by phone and email rather than by carbon emissions). Thereafter, locals are encouraged to provide results of their studies on the feasibility of any SGA. The CC is requested to distribute those results to inform the GA at the upcoming real plenary slated for spring in San Francisco.
PROPOSAL: During monthly teleconferences, GIWG shall offer to add State Meeting functionality, such as a panel of co-facilitators. Thus, we shall help prepare the GPCA to conduct a mock Diversified General Assembly during the upcoming plenary. Thus, teleconferences, letters and emails shall fulfill the GIWG function prerequisite to sponsorship of proposals. Therefore, the Official State Meeting of GIWG will sponsor formatted proposals and elect a new co-coordinator without need for any discussion. We shall start with the upcoming CC teleconference, in which a large body of members conducts the consensus process. Here, the CC member who is tasked with the position of vibes watcher may instead focus on the subject of consensus and their own political ambition, as GIWG provides a neutral vibes watcher.

BACKGROUND: Greens stand firmly on an official platform. Press secretaries quote from it all the time. They need to know how to apply the platform to a specific issue raised in a current event. For example, Bill Lockyear filed a lawsuit against the big 6 for levying a cost on the taxpayers of CA. Geo, a publication in France, called for a Green contact on that issue. The press secretary needs an expert.
PROPOSAL: Database of green subject matter experts. Develop and post Warner's list to a web page available to green press secretaries.

PROPOSED RE-DEFINITION OF BYLAW
SUBJECT: Definition of Member (other than co-coordinator; this is a group proposal ready for presentation to the General Assembly)
BACKGROUND: Respect for Diversity: Only greens with the ability to travel are permitted to participate in the election of officers and sponsorship of proposals for the following plenary. But, by the following plenary, some issues are resolved by the Democratic Party or the Catholic Church! Also, by then, some officers are too disabled to serve. To remain active and current, Green Issues Working Group needs active membership.
With the limited time available at any State Meeting, members must be able to provide informed consent without briefing. Thus, a member is presumably further defined as someone who does not require briefing in order to provide informed consent. At a State Meeting, the coordinators list the issues in conjunction with the affiliated proposals and proposed presenters. Informed participants engage in the consensus process. Hopefully, participants who are uninformed stand aside or act as alternates for members who cannot travel, and may do so by cell phone.
PROPOSAL: A member of GIWG is a registered Green who has participated in at least 2 teleconferences and/or state meetings within the past 2 years or who has submitted at least one formatted proposal that is being considered for sponsorship.

PROPOSED ALTERNATIVE TO A STANDING GENERAL ASSEMBLY
SUBJECT: Standing General Assembly (GIWG is announcing a proposed agenda item for a group meeting)
BACKGROUND: If we had time off from work, we would travel to a state meeting. What if we didn't have to travel unsustainably (by using carbon emission production facilities such as cars)?
PROPOSAL: GIWG calls for grassroots discussions of the feasibility of a virtual General Assembly or SGA. Every local is encouraged to conduct a discussion and make a recommendation at the local level at their regular meeting in January. GIWG exhorts locals to distribute texts of those discussions and recommendations to inform the General Assembly of local perspectives on the prospect of any SGA.

RESPONSE TO "CO-COS PROPOSAL": We do not wish for the CC to make any rules concerning the agenda preparation process. We do not support the proposal because we interpret the bylaws to mean that we are all servants who sponsor proposals and put them in front of the General Assembly. That means we do not make decisions for the GA. Therefore, we do not decide which of the sponsored proposals the GA discards or tables for the following plenary. We believe that a consent calendar process permits the GA to triage all proposals. We respect diversity and decentralize authority. The GA has all executive, legislative and judicial authority. We do not see a need to break it up into branches of government within the party. In the past, we have recommended a safeguard: each delegate presents proof of Green Party registration or voting.

Restorative Justice: Elizabeth presented.
We consensed on forming a Restorative Justice Action Group. The initiating
model here was the setting up of a mediation between Exxon and the Alaskan
Native Americans over the Valdez spill. This was expanded to include
parallel researches into Chevron and Nigeria, & Burma and Unocal, among
the most obvious, to intervene on behalf of restorative justice when faced
with corporate irresponsibility leading to deaths and violent crimes.
People are asked to join us in a year plan with outline, timeline and outcome.
Accord Forum: Bernie presented.
Accord Forum is a Cybernetic forum for self-governance from the
grassroots. We consensed to support in principle the initiation of such an
Accord Forum with the hopes of Green Party participation in its eventual use.
The Accord Forum is rooted in the work of the Acerdo Ecuador, a study
group of about 20 persons, who might even be potential sponsors in what
could eventually become
a Green project prototyped in California.. Not to be confused with online
or classic kinds of voting, it would network computer people, but the
Accord Forum’s basic unit would be people in the community, designed
to sense the drift of the community.
Ending Racism: KCM presenting.
The proposal is to end racism in the California Green Parry in two years.
We consensed to begin our presentation at the December Plenary with a two
year timeline. The plan is to raise awareness, creating enlightenment in
order to take the first steps to equality for all of us, with later focus
on the other “isms” that beset us.
Excess profits tax: Paul presented.
We consensed on the proposal to levy a 95% excess profits tax on the oil
companies and the defense industry, the proceeds to go directly to paying
for the war. The issue could be added to the discussion at the Ventura
plenary “Conservation of Human Health”, Sat., 9:50 as part of
the Restorative Justice Action Group’s future mediations/interventions.
Ventura Plenary GI Workshop. Elizabeth presented.
We consensed ro request to move our GI workshop from its present schedule
to either of the other two openings.
Announcement by Paul of two actions of interest” July 15-17 Climate
Change national actions and Aug.25 action on behalf of victims of MacDonalds.

GIWG Teleconference 4/27/06

I. Updates- Several people were contacted about tonight's teleconference who could not make it, but 2 gave reports:
A. KCM Curry just got back from a trip to Africa and has another teleconference for tonight and will not be able to make it. She was happy to learn she has been added as a Co-Convener of the Green Issues WG and will participate in next month's teleconference. She does not feel that issues of racism will adequately be addressed in a Convergence setting, and she has a set of proposals for moving forward prepared by the Black Caucus of GPUSA that she will pass around.
B. Wes Rolley- Rural Greens are especially focused on land and water use, especially as it relates to urban sprawl, and using local assets, like wind mills on farm land and exporting the produce, largely to cities. He worries that GP will be marginalized by Camejo/Cretien element as a progressive issue of the day front and not build the vast support we know to have on the Green side of a lot of environmental and fiscal issues. He is doing some of the leg work for McCloskey in his campaign to defeat Pombo in the Republican primary. Old guard Republicans like McCloskey, Wes feels, have a lot in common with Greens, and we should look for ways we can work across the artificial lines that divide us on issues we can find agreement on and build unity.
II. Minimum Wage Initiative- Don has been in contact with Cres, who is tallying petition numbers from around the state. It looks like both petitions have missed, by a large way. But this effort has also been instrumental in pulling together the beginnings of internal logistics and coalition work for improved efforts in the future.
III. Convergences- It appears we will have some money available in the GPCA budget to pay costs for at least 2 Convergences in the next year. We discussed two regional Green Convergence gatherings, on in Northern California and the other in the Southland.
A. Northern California Green Convergence- Paul and Don would like to build on last year's Convergence on Corporate Responsibility held to coincide with the annual Bohemian Grove gathering of many of the corporate and political powers that have devastated America's economy and moral credibility. Local Bohemian Grove Action Network organizer, Mary Moore, has asked ANSWER coalition to spearhead a large rally, probably on or near the first week-end day of the gathering on Saturday, July 14th. Don has offered to coordinate with ANSWER on that gathering and help get Green support. In speaking with other local Greens and Bohemian protesters, we feel there may be energy to hold a less rally-oriented discussion of issues raised about corporate elite rule and how Green Party should respond. Paul suggested an event the second week-end of the gathering on 7/21 in or near Santa Rose, perhaps Sonoma State or another venue. Don and Paul will make calls to determine what support there is. There will be an ANSWER organizing meeting in mid-May, possibly at Sonoma State, and Don will keep people advised. Paul will check with David Cobb and North Coast corporate responsibility groups for their input.
B. Southern California Convergence- Ellen Maisen is interested in helping draw people to Green Party through increased local issue organizing. We discussed possibility of convening a Convergence to hear out complaints about the centralized organizing of So. Cal, with all the members of the LA County Council also members of the GPUSA and geographically isolated from the vast majority of LA County Greens. This brings out important “Green Issues” that GIWG is obligated to bring out in to the open. Ellen did not feel she wants to localize the issues to LA. Don said he feels a lot of more general issues of decentralized organizing and mechanisms for inclusive, cooperative decision making are involved that would be valuable, though he admitted that it would be hard not to talk about the elephant in the room.
Discussion:
It would largely depend on if it was mostly new people or the old guard who attend. Ellen feels issue organizing is best for pulling in new Greens and building effective working groups. With all the effort gong in to strengthening the statewide party, it was largely agreed that the locals is where the organizing epicenter needs to be. Once there are strong locals, there will be a strong state party. It will not come from the top down. We should focus at least part of any gathering on building basic grassroots organizing skills, and should incorporate consensus and facilitator trainings, media presentations, etc. We need to get back to Green movement community, which has been undermined by the anonymity of email and the internet. We need to get more personal, stay local, and give meaningful things for people to work on. In our discussion, Ellen said she is part of Post Carbon Institute and would be interested in doing something on Sustainability with them. Don said we have been asked by Andy Caffrey, climate@efmedia.org to support organizing a series of conferences on Climate Change which will support a project of setting up a series of west coast conferences aimed at examining Climate Change and identifying community scale interventions and coordinating local efforts to implement them. Ellen is interested in contacting him to see if they can make something happen in Southern California. Don will help put them in touch.

GPCA Green Issues Working Group Teleconference 3/23/06

I. Rural Organizing- Wes reported that there will be a meeting this Saturday in San Benito County to establish a new Green Party local in Hollister. It is a heavily Hispanic population, and the effort has been led by an Hispanic couple. There is also heavy organizing to get people to the demonstration of the immigration bill at Diane Feinstein's office in SF. MAPA, SEIU and others are also planning a Stockton protest, at which Pete McCloskey is planning to march.
Opposition is also building against Pombo. Hunters and fishermen are organizing against his sell off of public lands and misuse of public resources. Especially the diversion of Klammath River water in 2002 for agricultural use that devastated the salmon. Wes is working with Cres and the media wg to issue op-eds.
Kalmran is on San Joaquin County Council and is working to sponsor public meetings with GROW. Stanislaus County Farmland Working Group is also interested in having Greens work with them on land use issues. Sustainability is a big issue there.
We all agreed we want to see this effort supported for phones, printing and travel costs for going to organizing meetings. $200 line item will remain.
II. Minimum Wage Initiative- Don spoke with Barry Hermanson, who said neither petition appears anywhere near qualifying, and called them both dead. Don said that he also found it difficult to get people to carry petitions. And the debate over the two versions did not help. We took too long to come to no decision. There will be much here to learn from. Not likely to need the $10,000 for a MWI campaign.
III. Peace Holiday/Empire Boycott- Paul has been thinking of ways we can get our message out. Interested in developing something like an ad-buster's insert to the Green Focus. Would look like an advertising insert, with pseudo ads for anything from Walmart to GMO corn to Bradley tanks and Hummers. It would be good to try an get an insert about Bohemian Grove and other Green Issues in to Green Focus. Paul will check when the next one goes to press.
IV. Climate Convergence- Paul and Don have both spoken with Andy Caffrey about helping host a CA gathering on climate change. He is still interested in working with the GP on this. He is currently working on a conference in Portland. Details forthcoming.
At this teleconference, we discussed the importance of the delta levies and the prospects for flooding as warming raises sea levels, especially post-Katrina. Wes said that rural residents see issues around the levees, land and water use, smart growth very big issues in the future. The valley is drawing a larger population, much of it poorer. Such a conference would be good to produce in Stockton or other delta town. Don has been in touch with people from Post Carbon Institute about other energy matters and will approach them to see if they want to help produce a global warming conference in the greater bay/Northern California area.
V. Pombo campaign stacks up to be a hot one. Defenders of Wildlife are looking for a campaign manager for McCloskey. Some have discussed supporting the American Independent Party candidate to try to draw votes away from Pombo.
Democrats against Pombo include Steve Pilson, an insider with heavy Dem establishment support from Tauscher, Pelosi, George Miller, United Airlines Pilots, and others.
Jerry McNerny is a wind energy engineer with a good grassroots organization and close ties with labor. Part of the newly gerrymandered district is in Alameda, and Alameda Greens are beginning to take notice.
Paul asked to be put on the rural greens list serve. Wes will do so. We also discussed outreach possibilities through Grange and 4-H. Paul and Wes will make contacts.
VI. Bohemian Grove- Don put it out that he only wants to see an action take place if there is good buy in from the Sonoma and other regional locals. Mary Moore has already put in a call to ANSWER to do a rally event. We can work to get people to participate in that event, or expand our role as we see what support there is to make more happen, i.e. teach-in and organizing conference at Sonoma State. We might even be able to do a process using Restorative Justice to determine victim compensation. Don and Paul will start putting out the call.
Paul is helping organize a new North Coast Green Issues group. They are planning a local, empowering, solution-based rural conference on May 13. It was felt that perhaps this and a valley conference on climate change can be used to build toward Bohemian Grove and a show-down on corporate responsibility.
VII. Issues not addressed- Elisabeth had made some action suggestions for the Work Plan, but was not on the call. Among the issues she raised were:
* Unionize minimum wage workers- it was felt this is work for a labor
union, not a political party
* Negotiating Strategy- to try to get Democrats to sign an oath that they
will leave the Dem party if it continues to fail to perform. She has sent
this to Campaigns and Candidates WG
* Restorative Justice- what are next steps?
* Move teleconference to week-end- Don will take this under advisement,
and poll people to see if week-ends work for them.

restorative justice process, should resolve a GPCA conflict internally, and may

Proposal discussion: It is important to have this topic discussed,
especially how to create feminist space within the Green Party. There could also be a lunchtime speaker presentation by one
or two women, including a woman of color, if possible. It might precede the workshop
if there is enough membership interest in the workshop for significant
attendance. We seem to have lost our Webmaster, so
decided that Green Issues Working Group Co-coordinator Elisabeth shall perform
the Web page upgrade scheduled in the published Green Issues Working Group
Work Plan and Budget 2005-2006. (Until she is given a
password and reliable shftp.exe file, we will continue using www.green247.org for organizing current
GIWG activities.) We
need to discuss a budget at the Yolo meeting to prepare it for presentation in
May. Any
other workshops, speaker presentations, etc. need adoption in order to be
considered. Put this on the consent calendar means
that a consented endorsement is sent to the agenda team for inclusion in the

Consensus was arrived at for
equal first priority of all plenary items submitted on time * because the General Assembly is the real party at interest in the decision as to which topics it prioritizes, and has specified in bylaws that it will hear all items presented on time;
equal secondary priority of all items submitted late;
immediate participation in the simultaneous plenary planning teleconference.
