SUBJECT: Traditional GIWG Activator Incentive (2/6/07 revision)

SPONSORSHIP Green Issues Working Group

BACKGROUND: Locals and individual Greens need encouragement and reimbursement for teaming with Green issue event coordinators such as L.A. Post-Carbon and annual Ecological Farming Conference.

PURPOSE: Reimbursement for activator expenses relieves activators of financial hardship in attracting people to the Green Party.

PROPOSAL: Activators organize, promote and conduct Green Actions (see proposal above). They contribute to an on-line calendar of Green events in California with voter and event registration forms linked to media and elected officials. The GPCA shall fund the participation of the Green Party 50 public events per year, such as conferences and festivals, where such participation will increase the visibility of the Green Party as a promoter of one or more Key Values. The GPCA shall thereby promote Green Party solutions to problems.
Green Actions shall involve developing a set of issue-related materials for use in tabling efforts by Greens. Issue research shall make Green Actions priority second only to requests by the Press Secretary.
The GPCA shall reimburse the activator for 100% of itemized expenses as follows.
To receive reimbursement, a local or individual must provide two GIWG co-coordinators and the GPCA treasurer with (1) the mission statement of the event sponsor(s); (2) the ad for that event, which must include a Green Action scheduled and promoted with that event; (3) a copy of the GPCA local's meeting minutes with consent to the event, or a copy of the individual's proof of registering or voting on the Green Party ticket; and, (4) receipts for any purchases in the appropriate category of the Green Action section of the GIWG Work Plan and Budget. If it is a phone banking event, the activator's actual phone expenses are reimbursed.

COMMITTEE DECISION: Concept consensus at 12/10/06 GIWG teleconference. This proposal replaces the major convergences no one has time to organize. It was a segment of the Activist Compensation Proposal. During the 1/14/07 GIWG teleconference and online before 2/7/07, a GIWG quorum (Ellen, Elisabeth (Consuelo's counterpart outside of plenary) and Wes (acting for KCM)) achieved consensus with friendly amendments added by Wes.
